With the wheel chocks you can step off the bike and the chock will generally hold without issue. I won't take a chance when raising or lowering the lift and doing work on the bike though. I ALWAYS strap it down. I have way too much cash in these bikes to see one fall over.

With the wheel chock you see on mine, I can drive into it and get off and the bike will stay just fine. I used to have that chock bolted to a piece of 2x10 on the floor and would put the bike on it to keep it upright, and didn't need to strap it.
That being said, when I have raised the lift table with the bike on it, I have used straps. It really is stable, but for my piece of mind, I strap it...
