Default flags

I was wondering what is the best way to attach full size flags to the back of a dresser and not do damaged or fly away?

I am a softail owner but my friend is trying to attach a couple of flags on the rear of his E.Glide. Right now he is trying to use two hard mount CB antennes but it doesnt work the best. Any suggestions?

I have the cb antenea's mounted to my luggage rack, works good but you don't want to go much over 30 mph with the flags at full attention.
