Wow, that's a new one on me. I'm amazed that people put up with that. I have had bikes for over 25 years and many old ones, and never had a foggy gauge. That is not normal, unless normal means cheap and shoddy. I'd take it back under warranty. 20,000 dollars and you can't build a gauge that doesn't leak? Not acceptable.
The Fuel Gauge on my 06 foggs up. The others are fine. On my old Sportster both the Speedo and Tach were so bad that at times they were unreadable. That was such a shocker because my AMF bowling ball never had a moisture issue. Go Figure
I live in a fairly dry place as far as humidity and rainfall issues go, so no real problems here at all so far. I try to never soak the insturment panel when washing the bike/rinsing it, so can't say that I've yet had it get that wet to happen I guess. I've ridden in heavy fog andsome humid weatherand no probs.
If it's a bad fogging that doesn't clear up in a day or so (after a rain for example), then I'd raise hell if my bike was under warranty. If it's a brief periodof time and they clear up relatively quickly then perhaps I wouldn't worry too much about it.
Guage fogging not a warranty item. My local H-D service manager showed me in the official H-D book of warranty policies and procedures. My '02 RG is worse than my 00 EGC. Live with it or replace them with somebody else's guages.
I had a moisture issue with the speedometer on my 04 FLHPI that I bought used, the dealer said the gauges are vented and after washing to face the gauge in to the sun. Put a combo tach -speedo on it and no moisture problems with it yet.
