Mine got wet once, sounded like a bloody sheep bleating then recovered. I changed the cover to a custom one and it just buzzed. Checked to make sure it wasn't touching the cover anywehere which it was, once I adjusted it, it was back to it's old self.
Mine does the samething, you think a bike that cost 20K would have a horn that works.
That would make sense if you didnt have as much flore space devoted to special parts as you do bikes for sale. These days the bike is just a down payment.
Mine sort of make a blugh sound too. However it is loud so I think mine's not broken. Sure not going to mistake it for a high pitch metric.. However like you I think the tone sucks. Sounds like a loud fat lady fart.

My horn sounds like it was stuffed with a sock. Anyone experience this and what is the problem or solution?

It has water in it or has had water in it. You can take it off and rotate it and drain/dry the water out of it. Replace it with stock or WOLO brand replacement off Amazon

Sprayed it with LPS , WD 40, PB Blaster or similar....
took a few minutes to soak in, pressed the horn about 4 or 5 times came back to life.
That was 2 yrs ago........works great
Did you end up replacing it with a Harley horn. Haven't looked them up....but I'm guessing $250?
I tried the draining (nothing in it), drowned it in WD40, adjusted and tightened bolts and nothing. Bought a Mini Beast for about $150 on-line. My bike has been in winter storage so as soon as I get it, it is going on
