I'm between 5'7" and 5'8" depending on the time of day etc. With some minor effort I can get both heels on the ground when I'm on my EGC but I want a bit more control with this 900 pound beauty.
As far as I know my options are as follows
Shave the sides of the seat a bit and maybe the thickness. Reasonably inexpensive.
Lower seat. A bit more expensive and hopefully as comfy as stock
Lower shocks. More expensive yet.
Boots with thicker soles.
Have I missed anything?
What is the down side of lower shocks.
5' 3" lowered the rear of the bike 3/4", shaved & lowered seat and added 1/2" to sole of boots. I haven't noticed any downside with lower shocks on the rear.
My wife rides an 06 ultra. She's about 5' 4". We lowered the front and rear 1". Then had Mean City Cycles narrow and lower the seat with a memory foam upgrade that moved her 1" forward. We also tipped the handle bars back a little. The bike fits her great. She's very comfortable with it now.
+1 on Mean City Cycles. I am 5'8" and I can now flat foot with no problems. It is also now more comfortable than stock. Worth the money and great people to deal with. Give them a call and give them your measurements. They will provide you recommendations to assist you.
I would start with the seat. I put the reduced reach seat on my street glide and it has worked great for me without any further modifications and is more comfy than stock. I am slightly taller than you at 5'9" but i think you should see good results without having to make adjustments to the bike.
I might be 5'8" with my boots on. I tried out the reduced reach seat on my Limited, but that didn't work for me. I installed the Harley low rear shocks, kept the stock seat, added the reduced reach bars, a backrest and now the bike fits and is much more comfortable. I can flat foot the bike now, but I may still try to lower the front 1/2"-3/4".

Got a 2012 CVO solo mahogany seat with matching pass pillion and backrest.
Voila!!
Flat footed all of the time. No issues whatsoever.
