23" on Bagger
1. Less sidewall = more feedback from the road (same principle as running those little rubber band low profile tires on a car)
2. Different overall O.D. = slightly different handling characteristics (nothing you can't adapt to, but just understand that its a bigger O.D. than any stock configuration (yes, with the pickard trees you will retain stock rake/trail numbers, but you can't take away the larger O.D.)
3. Rider input is by far the most noticeable difference. Slight movements you may have made before that went virtually unnoticed, will now remind you that you provided the front end with some input. Again, not the end of the world, but you need to remember that the bike is going to be much more sensitive to YOUR input at the bars, weight shift, etc.
If you're going to go with a 23 up front (as am I), I would recommend the pickard trees, and the 1" drop spring kit for the forks to set the frame level again, otherwise the front end of your frame will sit 1" higher than the rear. Pickard includes the fork extensions to accommodate for the 1" lowering setup.
In fact i'm a little bit jealous, i now want like you a 23", problem is too find a match one at a nice price (and buy new trees and fender too)
