Sounds like the smartest thing for me to do is just tear down and replace the bushings and loctite the bolts. The clamp is stock and I think it's a one piece.

The stock bushings are not your problem. There's no way possible for the bushings to allow the bars to move in its clamp. All you need to do is tighten your bolts. If you tighten the rear clamp bolts then by default the front bolts get tighter too.

Should probably remove all the bolts and loctite them though wouldn't you think?

I personally don't think the loctite is a necessity. Not a bad thing either tho. It's really whatever makes you feel the most comfortable. The poly bushings will allow for less back and forth travel in the cushioning of your bars but as stated earlier, for bars 10" and under they really aren't needed.
