I question the original premise...why do the work in the first place. 21K is low miles.
I've seen several pre- '06 TC's with inner bearing failure and minor to major secondary spring tensioner wear,,, all prior to 31k...
I'm planning on a trip next year out west and don't want Bearing failure or Tensioner issues 1400 miles from home...
I pulled my heads and used stock pushrods on my 06. I rented the bearing tools. I installed new cams, bearing plate, bearings, oil pump, and hydraulic tensioners in about 4 1/2 to 5 hours. If you got a manual it aint hard.
You don't need to pull the heads. You only need to remove the rocker box covers and loosen the rockers if you want to pull the stock pushrods.
I added the mild Andrews 21G geared cams to my '05 at 30K (Now at 50K). It provided the most noticeable improvement in performance over anything else I had previously done. All low end torque. If you're in that deep, it seems like a no-brainer.
Sounds like what I did with my 08 Ultra. It was in need of some updated parts and since it really wasn't the bike I wanted I opted to trade for a newer model. Glad I did cause I'm lovin my Limited as I'm sure your gonna love your new baby too.
