I think the ones with the plastic are China knock-offs. Lot of the boot-leg Harleys getting in. The fins on the cylinders are also plastic, flip it with your finger and you can tell..

.. It is Plastic and attaches to the stock metal fender ... It wouldn't be uncommon for you to experience some "flex" to a steel fender around the edges ... But ... As I and others have stated if it has a plastic fender on the rear it didn't come that way from H.D. ... Hope this helps.
