The tour pack on my 2013 ultra limited with 2200 miles is rattling over bumps, mostly hard hits and stutter bumps. Is the par for the course? Or is there something I should be looking at to fix. It's not terrible, but annoying especially on my dirt road! Thoughts? I can't find anything looses with a quick inspection.
You got a detach kit? Something loose? How about the stuff inside, think that could be the sounds? I would start looking at all of the mounting hardware and make sure every latch is closed all the way before you take off. I have left mine open and the lids rattled, good thing it didnt fly open going down the road,lol...

My bike does the same thing while riding solo. Much better if not totally gone with a passenger. I have always assumed it is the way the backrest is mounted to the tour pack lid. I have to get this fixed because it drives me nuts on crappy roads. I did a search on hear and read that one riders issues were resolved by the dealer. My dealer acknowledged the issue but did not know of a solution.
on my 2011 I had to take the backrest off and trim it, it was hitting the lid of the tour pack inside If I banged on the top of the back rest I could recreate the sound. Made no noise with passenger on it
I'd suggest that you totally empty out your tour pack and then see if it still rattles.
If it does, remove the tour pack liner, and check again.
If it still rattles, use a small towel, stuffing it up around the spring that retracts the passenger intercom/speaker jack.
If your rattle still exists, I'd suggest that you check the speaker pods/passenger backrest mounting supports.
These supports are actually "isolators", which is a large rubber grommet with threaded studs exiting each side.
You have to pull/pry on them to see if they "separate".
I had to replace a couple of these and with no passenger to keep pressure on them, they can drive you nuts on a bumpy road.
I's also suggest that you try "lifting" you tour pack lid (with the lid closed and latched) from the "hinge" side to see if there's excess play in the hinge.
My hinges had so much play that they eventually shook the latches apart.
I installed the new "Premium" hinges on that bike and they area great improvement over the old style hinges.
(I had these installed on my '13 before I took delivery of the bike).
For those folks who have older Electra-Glides or Ultras:
The tour pack mounting racks (especially on the 2000 models) were breaking around the bolt holes that mounts the tour pack to the luggage rack. I had to replace TWO of these racks and I know many others who had the same problem.
Hopefully (as I now have a '13) that problem was corrected years ago but it doesn't hurt to check them, especially if you're having issues back there.
Added these two small pieces of foam where the black tape is on my tour pac lid. No rattle all the way home. Looks like I found where it is making noise. No I have to figure out a permanent solution.

Found part of mine the aftermarket speakers I had added where loose in the mount. That took out a lot of it, but it still annoys me on my dirt road and rough surfaces. It sounds like the lid is just a little loose.
