The one on my Ultra is the HD adjustable, it does not bother passanger in the middel and highest positions, it does fold forward to aloow rear seat access. I like mine in the lowest positon and that did annoy the bride a little, she resolved that by buying her own ride. Ended up buying a HD adjustable for her bike also and she likes it.

Ouch. Now, THAT was an expensive fix!

Buying a bike for the wife is not an option for me. When I told my wife that both hands and both feet had job duties, her desires to ride her own turned into "I'll sit back here and enjoy the view"!

I don't think the stationary one would be so user friendly on a day to day basis, as it does not move where as the movable one at least will fold down to a certain extent.

I think the stationary one would be good for a road trip though.
Guess it depends on your application?

I should add, the one I have from E bay is not adjustable and just by pushing it forward it can be removed. Mine does not have the two seams on the front as the one in the pic but does have the same mounting hardware.

I bought one that looks exactly like the OP's picture. For the price, I think it is worth it.
It is very comfortable , fully adjustable front back up and down, folds down so someone can get on the back.
I will say though, it has a lot of play in it, not as sturdy as the HD ones. But it has held up to my 275lbs leaning against it.
