I've never seen one specifically made for a touring Harley. They are handy, I have one on my GS Adventure. As far a for Harley's I suspect there wouldn't be enough interest so nobody has brought one to market.
The one i use is a Saddleman.I have had it about 5 years.Mine is magnetic and has never scratched my tank.I think the new models have both magnets or suction cups.The bottom map pocket has a lower slit that makes it very EZ to take maps out.The top bag has quick release latches to remove it so i can store my gps or ipod in it and bring it with me or just use the map holder alone.
Honestly,i got it as a gift and thought either i wouldnt use it or it would look like crap or it might scratch my tank...I have found none to be the case.I always bring it with on trips,it doesnt look bad at all and it has never scratched my tank.Its also not huge as some are.Its enought for a GPS or Glasses and pack of smokes or gloves and ipod ect.Its also very well made.Drop me a line if you want some more info or a picture of it on my bike... Harley has the Boom audio pouch that will hold most cell phones. The zipper one is better than the older version with a flap in the back. It's somewhat water resistant. It's darn near $50 though! Price is the only reseating I haven't gotten one.
Get some good quality velcro, stick the soft part of the phone and the other part on the flat of the dash. Cheap and easy. You could find something like a suare of leater or a partch and stick velcro to that to use as a cover if concerned about form over function.
