vacuum cap missing?

Vacuum cap issue here too 103"
Thought I got bad gas, turned out to be that missing vacuum port cap below tank. Repaired twice, and failed again yesterday. Seems to only happen on bad starts, when gush of air blows cap off. Idle rpm's waver, pops on decel etc. Anyone know the name of the factory part to do a correct repair?

Part # 90383-98 cap, purge tube. I believe.
