I am running 12in air ride shocks and went to a 2in lowering block with 4in stretched bags and wanted to got even lower. From what I have been told the only two options are to cut the frame or swap bags out for 8in stretched bags. So I went with sinister top shelf *** end kit I will post pics of the build and let you know how the quality is.

There are lots of options for getting the 'low' look.
There seems to be a lot more fender clearance then people want you to believe...the shocks I have spec at 9.75" when collapsed, and I did a 1" lowering kit too. That is without any fender/frame modification. Now, I don't think I really got a full inch out of the lowering kit - I'm sure someone who's got time to do the math could figure-out the angles and all that nonsense...but it didn't drop the low-side exhaust tip a full inch.
I know that a lot of guys are doing extended bags and longer fenders to get that 'low' look...I wanted to keep the stock bag/fender and have my bike actually 'be low'...rather than just look low.

Waiting on my 2014 Road King...First order of business I want to get the cat removed. Dealer suggested change headers vs cutting it out. Found ceramic coated headers w/o the cat. My prior bike I cut out the cat and never had issues. Realize with this air exhaust and tuner must follow. Any thoughts

My bike is a 1999 with forks & swingarm from a 2000 (just so I could use newer style brakes).
I can't really say just how low you can go on the newer bikes (we did air-ride on my dad's 2004 with no issues - 9.75" when dropped). I would just be cautious of the routing that runs under the fender to the rear lights.
