2011 FLHTK - how to quiet her down?

He said he's running stock mufflers. Which tells me it's noisy to him when he rides it but it wouldn't bother anyone else. I can relate because my RK is pretty loud to me when I ride it and I've got stock CVO pipes and a catless header. But it doesn't bother anyone else, as one would expect with OEM mufflers.
Hence the earplug recommendation. Costs next to nothing to try...

First of all thank you everone for the constructive help and ideas - I appreciate it very much.
To Twinrider: I have the stock mufflers with V&H True Duals without cat and from what I've read that is my problem. The cat in the stock setup acts as partial muffler, hence the stock mufflers are more open. Putting them on a de-catted bike makes them noisier than bone stock.
I understand that adding the cat back will increase heat, etc. so I don't want to go there. Seems my best plan will be to find pre 2009 stock mufflers, these should be more baffeled inside.
Re. The earplugs, good idea but I am also considerate of the environment and the non-riding public so a quieter bike is my goal.
Again, thanks for all the help from the forum, I am out of town on business but will report back when I have new pre 2009 mufflers.
