Yes you need to replace the fender to do it correctly.
The CVO style bags look OK with out replacing the fender because they are not as long. Thats the way I went for now. It was a lot less $ and an easy swap

When I did mine back in March, I also thought about just bags, but decided I needed the fender to make it look right. You don't need a new fender, though. Google Gator Boxes, and get a fender cover. That's what I have. Stock fender is still on the bike. This was $375. It has these 2 little "eggs" indentations on it, so you'll probably have to get rid of the long tail light bar if you have one, and put the short Street Glide lightbar on it.

I also did the stretched HD bags with stock SG rear fender. Doesn't look too bad. I will get the CVO rear fender when $$ become available.
