Luggage rack issue

I recently installed the detachable tourpak mount(53246-09a) on my 2013 FLHTK. I wanted to put a luggage rack on the bike when the tourpak is off and purchased the stealth rack. It hits the license plate and will not fit. Anyone know of a rack that would mount high enough so I don't want to relocate the plate?

How much does it hit the tag? Bend the top of your tag so it fits, might work for ya.
