There are thousands of us here on the forum who have used Walmart's 25.00 tender for years. It turns on when it is needed and turns off when it is not needed. End of story.
I see where you live in Mesquite, Texas. Don't you ride every day down there? If so, you don't need no stinkin tender.
I bought 2 Walmart tenders and neither lasted 3 months before they started malfunctioning. My Deltran units are still going strong after many years.
Either will work. I believe the JR is water resistant (or was) and I would chose the JR for this reason if the bike was exposed. I am using the Battery Tender Plus for years. Just checked the web site and it's not water proof, the International model is the water proof model.

Battery Tender Jr. is $23.00 and free shipping with Prime from Amazon. Tough to beat that.
Sears beats it by $3.01 and you don't have to wait on package (available @ local Sears). I have two of these + BT Jr. & they work/perform equally. Only difference is BT Jr.'s compact size (footprint = lg power converter).
I have the Harley and the Jr. One for each bike. The junior seems to works at least as well as the Harley for the last several years and at a third of the price.
Get the Plus.
More power is always better, right?
I use mine on my bike, truck and camper and like faster charge up times. 3/4 amp compared to 1 and 1/2 amps I think.
