Default Installing the cam plate

A buddy of mine installed a new set of cams and used the wrong bolts while installing the cam plate which resulted in them bottoming out causing the O rings to not seat very well. He told me they were tight when he installed them but cranked them down really well. The reason we opened it back up is because his lifters were making noise like they were being starved oil. Is there any oil passages behind the bolts?. The bolt holes where the 2 top outside bolts I'm starting to think he might have blocked an oil passage by going through the block or something.
