I would NEVER center punch a tourpak! Spring loaded or not, an EZ way to crack it! Do a rough measurement and place 4 pieces of masking tape roughly where the rack will mount on the top of the tourpak. Place the rack on the tape and position it perfectly. You can then outline the 4 positions on the tape, remove the rack and drill. The tape will keep the drill bit from walking as well as prevent any cracking. No need to over think the job.
There are marks on the inside of the lid. They are the exact measurements. I did one, taped the outside, drilled a really small hole in the center of the marks from the inside and then drilled the correct size from the outside. Perfect.

What does a new rack cost these days? Got mine free by crying it didn't have one when I purchased the bike.
The marks are new for 2014.
Make the holes slightly larger than the instructions suggest....say one drill bit size up...this means that if you drill slighty off centre the bolts will still fit and this does not compromise the TP lid and the inside will still stay dry in wet weather. They often do this in the Dealers to avoid rack to bolt matching errors.
Once drilling is complete, match up the bolts to the threads on the rack...to make sure of a perfect fit before adding silicon for waterproofness. The bolts usually come with threadlock on them but you can always add more if it comes off in the 'matching the bolts to the rack' process.
