Besides Isn't that what we ride for, having the wind in our hair. If not we should all be in our cages.
Why the seal for the 2014 models? The 58900-11 for your 12 and my 11
didn't require the seals.

I think the foam pieces are to help keep water out of the inside of the fairing

Harley just about can't get anything correct on the 2014. Willie G retired and the design dept fell apart!

I have attached pics of the installation instructions so you can see what is involved. I tried a PDF file but it was to large. Yes you do have to remove the outer fairing. It involves removing the 3 windshield screws and 4 screws (torx T-27) that holds the outer fairing on. Then unplugging one connector from the headlight. The foam strips just stick onto the outer fairing along the edge from the edge of the windshield about 8". The 3 spacers have a stalk on them so you can easily slide them down the front of the windshield and hold it in place while you start the screw. Once the screw is in you wiggle the stalk to break it off. They even include 1 extra in case you have a problem. The entire install took me less then 20 minutes.

I noticed the following during the install:

The instructions state to get new screws if you have a fairing molding strip installed. I found that the screws that came with the molding strip seem to work just fine.

What are the spacers for? Seems to me that the only thing the spacers would do is let water inside the fairing because there is now a gap between the the fairing and windshield.

I think the spacers are to extend the molded extrusions out that the windshield fits over. The design of the bag when installed correctly uses most of it so they bring it out so the windshield fits correctly. I used super glue to attach the spacers to the inner fairing.

I agree. The spacers aren't to put a space between the windshield and outer fairing. They fit in the screw opening in the windshield not on it. They add space between the inner & outer fairings by extending the extrusions to accommodate the width of the bags backing plate. Without them to maintain the correct space between the inner and outer fairings you could possibly over tighten the screws and crack the outer fairing or windshield. The foam strips you have to add fill in the gaps on each side of the windshield created by the bag and spacers. I assume to help keep water out. Never thought of gluing the spacers to the extrusions. That would be really easy. But I like to be able to remove stuff when I go to sell or trade in a bike.

I agree with everything above, but the spacers leave a gap between the outer-fairing and windshield. Wont this gap allow water to run down into the fairing??
