there are many good options out there... I chose to go with fuelmoto and am running the ceramic coated htc headers and their 4 inch jackpot mufflers and am very pleased with the sound, permformance, and the unmatched customer service
a TD set up would be "legal" if the manufacturer put a cat in it and had it certified as an OEM replacement...which ain't gonna happen.
the Tier II regs came in 2010 50 State, 2009 in Ca., we knew as of 2003 this was going to happen, and part of why I bought a 2009, rather than a 2010
here's a cut and paste from the EPA, and there are other sources as close as google:
...section 203(a) of the Clean Air Act, as established in
1977, which states that it is illegal for any person to remove or render
inoperative any device or element of design installed on or in a motor
vehicle or motor vehicle engine in compliance with regulations under
this title...after such sale and delivery to the ultimate purchaser.... In
other words, owners of motor vehicles cannot legally make modifications
that cause the emissions to exceed the applicable emissions standards,
and they cannot remove or disable emission control devices
installed by the manufacturer.
We use the term tampering to refer specifically to actions that are
illegal under section 203 of the Clean Air Act; the term, and the prohibition,
do not apply generally to the wide range of things that a motorcycle
enthusiast can do to legally personalize their vehicle, only to
actions that cause the emissions to exceed the standards. The new
emissions standards do not change this tampering prohibition. In fact,
it is not within EPAs ability or discretion to change this statutory prohibition,
which Congress put in place more than 20 years ago. Owners are
still free generally to customize their motorcycles in any way, as long as
they do not disable emission controls or cause the motorcycle to exceed
the emission standards....

Exactly... Dual exhaust are not illegal as most bikes come from the factory with dual exhausts. Exactly the opposite of what dribble posted.
There are a couple pipe manufactures that put out pipes that actually meet epa and are legal for the road... Bubs pipes offer some impressive performance as well. Not my style but hey, they are out there.
Actually it is against federal law to remove the cat, anywhere in the USA. That said, I don't know how a cop would test it and I haven't heard of anyone getting busted for it on a motorcycle? Calif. law requires EPA compliant stamps on the mufflers of all 2013 up motorcycles. While I haven't heard of anyone getting busted yet a CHP motor officer did tell me they are checking muffler stamps on traffic stops. I personally don't think ya would have a problem with true-duals or any aftermarket header but I would for sure get mufflers with epa stamps. I'm very happy with Fullsac Xpipe and SE Fatshotz (19 disc & open caps)on my '09. SE fatshotz and Nightsticks do have epa stamps and can easily be "tuned" for however much noise ya want.

True dual setups are actually (technically) illegal anywhere in the country. I wouldn't worry about it because there is virtually no enforcement of that section of the CA Vehicle Code (27156) on motorcycles here, as there are no smog or safety inspections.
The requirement for the EPA stamp on mufflers for 13 and newer bikes has been in effect for a year but I haven't heard of anyone getting cited as it is a secondary offense. Meaning that the Police are not allowed to stop you because they think your mufflers are illegal. If you go with true duals and don't put excessively loud mufflers on the bike, it is unlikely that you would ever have a problem.

Ditto on the fuelmoto setup,however you decide to go slipons or 2-1-2 non cat head pipe exhaust stage 1 breather and possibly tuner.IMO,Best deal out there and service is excellent..IMO
