Those look just like the ***** and blinking LED's on my Gerbing Heated Clothing Controller. I am willing to be the previous owner took one of those apart and installed (hacked) it into his dash to make adjusting the heated gear more easily for him and the wifey.

they sell a "permanent" kit that has the ability to relocate the switches.

Dang! Even after I found out what they went to, I'd be tempted to pull the out fairing and look at the wiring to see if I would be riding a sparkler!

You may have figured it out already but James K hit it. It is for heated gear. Probably one for the driver and one for the passenger. Look for female ends around where the seat meets the tank and one in back on the side of the seat. This is for the passenger. I am wanting to do the same on my 06 Ultra Classic.
