Default 2006Flh power problem

Ok, bike running. Lights, radio and such on. Turned ignition switch off. Engine quit but everything else remained on. Kill switch made no difference. Engine light came on. Code u1097. Only way to turn everything off was to disconnect the battery. Prior to this, about 20 minutes, when starting, it was slow to crank. Had also briefly noticed the ammeter about 2 volts lower than normal, but only for a few seconds. I also noticed that while removing the seat to disconnect the battery it appeared the lights were dimming which for the few minutes it was taking shouldn't have happened.
I understand u1097 can sometimes be a battery issue but that would not effect being unable to turn things off. It could explain the lights dimming quicker than normal and the ammeter briefly being lower than normal.
Any ideas?

bad ignition switch would be my guess. Just guess. A bad Voltage regulator may do this as I think the switch has multiple switches stacked and could feed back.
