First: I am using the Factory Service manual , Yes I am doing the procedure as described. Please I do not need it repeated unless you know the Factory manual is wrong; ignition-off-ignition-off-ignition / left turn signal twice / Right once .
I cannot get the system to flash the signals lights and then display current security code in odometer. Therefore I cannot confirm it before I need it. Yes I have the buttonless FOBs and regardless the sequence no display of the code.
you didn't mention it, so I will ask. Is the FOB in range or out of range. Was told by an owner of a 14, who was frustrated, that he had to turn the ignition on with the fob in range. Then put his fob out of range, came back to the bike and cycled ignition off-on-off-on. Then the turn signal sequence. maybe he got lucky and moving the fob out of range had nothing to do with it.
if you have a fob in range you can set your own pin, and go from there.
typical dealer pins are 11111, 12121, last 5 of VIN, last 5 of dealer stock number, or dealer phone number, street address etc.
anybody who has an alarm system should know how to set and enter a pin in case the fob is dead or lost.
a couple of guys have started the bike with the fob in proximity...like in the garage hanging on a hook.
and ridden until they needed gas, switched off and bike is dead, fob still hanging on hook in garage...needing a tow truck ($$$)

There is a removable card section in the back of every new Harley owners manual that explains the entire procedure in detail and is designed to be carried in your wallet. It also has spaces to put your set code in it. It seems many on here never checked the owners manual on this subject and hence had no idea the cards were there. That may help.
Gents / Gals Yes I have the FOBs and nope none of these ideas is allowing the display to show It just goes to OD reading But thanks for all suggestions

According to the owners manual on page 112, you turn the ignition switch to on (ignition), then the run/off switch on your right grip is cycled 3 times. Sounds like by your post you are cycling the ignition switch 3 times.
Then you press left signal 2 times then the right 1 time and pin will show on odometer screen.
