Dynamic balancing can correct for light areas by adding weights. The norm is to add 1/2 the required weight on the outside on both sides. Quality cast wheels and modern tires require little if any weight. That is why you see the paint mark on new OEM tires. Depending on company where it is. Some show heavy and some light. Mounts opposite or on stem to even reduce more of the required weight. I doubt you can fill less then a 1/2 oz. on a bike at normal legal speeds and most are that close. Spoke wheels are another animal.

this is a factory brand new wheel and tire on a new bike. it has the black stick on weights, just seemed like alot of weights on it. i'll have to take it for a ride and see how it is. i can always put dyna beads in it.

The weights are there to balance an out of balance in the wheel/tyre combination. If you have a lot, the out of balance is high, but the wheel should run fine. I'd be very surprised if it has more weights than it needs! Over the decades I have occasionally had a tyre that needed a lot of balance weights, but never had one that needed none.
