Changing the front wheel on a 2008 Ultra from the stock 16 inch to an 18inch Street Glide wheel from a 2009 to 2012. The wheel spacers show to be the same part numbers as far as the catalogs go, but when I tighten down the axle nut it seems to put a lil too much drag on the rotors. Is this just a matter of shimming out the fork legs between the wheel spacers and the fork?
I had a similar problem, bought a wheel here that was advertised as non-abs, put it in and the caliper itself was pushing against the left side rotor. Took it to my dealer to look at and low and behold there was an ABS bearing in that side that is wider than the normal bearings.

That is very likely the OPs issue. Easy fix is to replace the ABS bearing with the non-ABS bearing. I would certainly check that before doing an spacing.
I just done this swap on my 04 road king. I used the new style(25mm) front axle and spacers and it dropped right in. But you need to use the non abs bearings. There is a sticky on this in the wheel and tire forum section. It has the part numbers for anything you may need as well.

I didn't know that was there, thanks. I have a 2006 EG that I put an 18 inch off a 11 Street Glide on. This 2008 already has the 25mm bearings and axle and the spacers . When you torque the axle nut it just seems to put too much drag on the rotors.
Did the same swap on my 08 Ultra with no issues. Is the drag there before you install the calipers? You are pushing in on the right lower leg before tightening the clamp, right?

May be a dumb question but Im not sure what you mean by pushing in on the right leg??
I can put the 16 inch stock wheel back on and its fine
