It's working for me. Maybe it's year related. The 2011 manual comes up fine.

Just tried it again. Worked briefly, but now it's not working again!
It appeared that you had to create a user profile in order to view the manual. Also, a note read, "not all of the user manual is available".
They had the manual divided into separate sections, so you could only view one section at a time; prior to now, you could view the entire manual at once.
Looks like their HTML code may be screwed up!

You have always had to have an account or input your VIN to view the manuals, as far as I know. And they have always had it divided into sections.
The "Not all of the user manual" thing is the blank pages, table of contents, index, and cover pages.
EDIT: I just logged into the manuals section with my wifes account and the 2008 touring manuals don't come up. So they are having year specific problems with the manuals.

It works for me. You can't download it but you can view it online.

I think the OP meant a FREE download not $ 60 for a manual.
I have manuals for Dodge Diesel, Jaguar XKe and others and never charged anything.

The OP is talking about the owners manual, not the service manual. Harley has made the owners manual available for free download in the past.
