My buddy mounts his under the fairing and he tells me he has no problems. I ride a Road Glide Ultra and mount mine in the left glovebox with no problems.
Outside of a static bag, that thing is going to read no matter where you put it on a motorcycle.
That's what I figured too. I had mine velcroed on the backside of my Switchback's windshield on the metal braces with the top of the EZ-Pass sticking up. It never picked up. On the front side of my saddlebag lid it seems to pick up 1/2 the time. The bad thing in Ohio is that our toll booths have gates. So if it doesn't pick up, you're not getting through.
Mine stays in the no read bag unless I need it, it's bad enough my phone can track my every move I don't want the various non toll related EZ Pass sensors tracking me too.
call ez pass. In my state Texas, the toll scanners pick up license plates and don't need the medalians anymore for motorcycles. So as long as your toll pass/account is valid the license number provides the charges.
