My Deuce wheel thread is right here. It isn't on the road yet as I'm also sorting out the front end. The Softail wheels of the early Deuce era all come with 3/4" bearings. 1" will fit the wheel, but the central hole needs to be bored out, to accept the larger diameter spacer tube.
Harley don't sell any bikes to my knowledge with 3.5" x 16" rims, but any wheel builder should be able to supply and fit one. They may not match your Harley rims, but you may find it affordable to have both wheels rebuilt with new matching rims, the rear in 3.5". There are plenty of rim makers around the world, outside Harley circles.
