07 and 08 were kind of bastard years, 07 being the first year of the 96" and 6 speed, but with the older frame, 08 they went to the 6 gallon tank, and had to make a few changes, then in 09 the whole new frame came out. You can buy anything you want for the '09-'13 bikes, easily available.
07 and 08, things are a little more difficult. 06 down aren't hard either.
I would definitely be looking for an '09. They can be had, and don't limit yourself to an Ultra, either. An Electra-Glide Classic is not a bad choice, if you don't want or need a CB, and the Electra-Glide Standard was always a great bike, no stereo or tourpak.
If I'm not mistaken, 2010 was the last year for the Standard....
