Default Braking Issue

I have a 2006 Road King Police with ABS brakes on it. It has 50,000 miles and has had almost everything upgraded and or replaced. New transmission, clutch, motor mounts, screaming eagle cam chain tensioner upgrade etc. etc. I'm down to one last problem. The bike feels strange coming to a stop. I think it's a warped rear rotor. I notice it more applying the rear brake only. If I apply just front brakes to stop, I feel the usual bar vibrating from the rubber mounted engine but not the surging to the stop. When I use the rear brakes to stop I get a pretty strong on off feeling as I come to a full stop. The rotor does have some bluing also. I don't feel anything pushing the bike. Feels smooth. Nothing dragging. I never get any warning lights from the ABS but I am a little worried a failed ABS control until could do this but it would seem that the fronts should do it to. So my bet is rear rotor. Just wanted your input before buying the rotor.

Thanks!

It sure sounds like a warped rear rotor.

Pads seem good. I think I'm buying a rear rotor. I'll put new pads on it also.

Thanks
