Q: can the axle clamp bolts be removed from the lower fork ?

if you are referring to the two stud bolts in the right side lower fork...
then yes and no.
yes they can be removed but you will destroy them in the process. they are inserted with the best locktite i have ever seen.
no...if you dont want to potentially mess up the lower fork.
