I have the same shocks installed on my 2010 Street Glide and they were a huge improvement to the ride ..... I did the front end a few weeks later and it rides like a champ!
They do fit on other model HDs
Looks to me that you do not have the tape measure starting in the center of the mount hole. I bet they do not measure 13"
They are 13. Whether you like how Im holding the tape measure or not, take a look at the pic of the box with the part#. See where it says 331mm? Use your google-fu and look up the conversion if you need help figuring it out.

Jezzuz! So just for the record you did mention 330 mm and 331 mm. Not sure why you got a bit bent out of shape with someone commenting on the picture angle which is decieving and a legitimate question!

Relax
My apologies, the post seemed more like trolling vs a serious question.
Its hard to get a perfect eye to eye measurement holding the tape measure and phone camera, which is why I posted 3 separate pics. I put up a pic of the box tag as well to confirm the length. I fat-fingered 330mm in my earlier post and corrected to 331 in my later response. The inch to MM conversion is 25.4. So, 13x25.4 = 330.2.
In any event, the shocks are 13.
If I can put up any more pics, or answer questions, let me know.
Sorry Sammer4u, I didn't mean to get your panties in a wad. The picture of the tape measure is very deceiving and "looks" less than 13"" to me regardless of what the box says. Its all good.
