Have you tried up top where it say "how to post and resize pictures" yet?
If you are just trying to post and add an attachment just go to click here to upload! below your post, click browse, go to your picture files and select a picture. If the picture file is too large you will have to resize it. Its all listed in the "how to post and resize" section under new members.
