Why don't or have U asked Ur builder???
Thinking .045 is norm for plugs and could/probably isn't helping.
Also the builder should know if U headers is restricting flow.. seems like the tq is good and its not unusual to be lower on hp vs tq,
most SE 103 bb kits end up in 105/85 area. so 127/105 doesn't seem out of line..
A lot depends on the build, It all has to flow/work together not just a bunch of parts throw'd in on it.
