Welcome from West Michigan. I have worked on plenty of cars and trucks that were flooded. The biggest problem I see is wire corrosion. If I bought it back I would replace all electrical pieces which could get expensive unless you can buy a bike just like it that was damaged some other way like from a collision as a donor.

Hello and welcome to the Forum. Personally I'd look for a new scooter, but it might be a project that makes you happy. It is possible to restore, but there is a lot of work involved and could be trouble ahead with no way to recoup costs.
