Welcome from Tucson. I don't know of a Harley that would work too well for you but there are some metrics that would be good. Check out the Honda line.
Just like "Guilty's" wife mine started out on a 535 Virago (do they still make them?). She loved her bike. Called it a "baby sportster". She is 5'4" and had no problem with the Yamaha. She did take a training course. The big problem now happens when she gets on the back of mine she wants to drive. I love to lean into the curves and if she thinks I'm leaning further than she likes to she will sit up some to adjust. I HATE THAT!!! Something to think about. I also have a friend who is 5'3" and he has a 1988 Heritage Softail. He kinda "tip toes" it at traffic lights but he has been riding for eons. Good luck with whatever you choose.
