When replacing the front wheel, what is the correct procedure to get proper spacing between the axle spacer and the fork lower on the right side?

1995 FLSTN - Tapered wheel bearings..."Timkens"

All the important stuff is happening on the LEFT side. The Right side spacer is really only doing two things, none of which is spacing the slider (or lower). It provides a sealing surface for the grease seal and "positions" the axle. The spacing between the spacer and slider really "is what it is"...insignificant

Also for clarification, The right-side large end of the axle "doubles" as a portion of spacing (spacer)
