Hi from the UK and welcome to HDF. Yes, the wire-wheel hub is the same on both RK and Heritage models. You can check stuff like this using an on-line parts website.

Rear or Front?
Rear
The hub is the same, but the laced offset isn't. HD changed the Softail offset in 2003. If you install that RK rear wheel on that 2003 Heritage be aware that the wheel will sit slightly more to the Left (clutch lever side) than the original wheel.
Front
The RK wheel and the Heritage wheel have a different dimensions from bearing edge to rotor mounting surface
Rear
