Default 1999 Road King front wheel offset

Hi,
New to the forum. This weekend I removed the wheels from my ‘99 Road King FLHRCI. I needed one tube and both tires replaced and wanted to learn more about the mechanics. When I removed the front wheel a washer (spacer I believe) dropped from the left side. I’m pretty certain it was the left. I knew to expect the “main” spacers and keep them properly identified, but not the washer. I’ve been using the manual and referencing videos, etc. but I’m still confused about where this “washer spacer goes. It’s 1/8” wide. This is a laced wheel with no speedometer drive unit.
I’m looking for help with where the spacer washer should go. Or if a previous owner added it and possibly shouldn’t have. Nothing was disassembled from the brake disc inward. Also, should this wheel have an offset? I did neglect to measure both sides assuming it was centered and later read that some are actually slightly offset. Any assistance would be greatly appreciated. Thanks..

"Washer" ? ... there is a Washer (1/2" ID) used under the Nut and Lock Washer (between the lock washer and the left fork slider)

Put the Valve Stem to the Right (throttle side)

Thanks for the reply, I should have been more clear. I have the washer you mentioned. The one I’m struggling with is 1 and 3/8” OD, 7/8” ID and 1/8” thick.
