1990 fxst/c front wheel off set

1990 fxst/c front wheel off set
I could use help with the off set measurement of the hub to wheel measurement.....also, could you tell me the max run out of the wheel and hub if different.....
Now i own a pan, and i'm running a 1990 front end. The manual for a pan says within a 1/32. That equates to (.031ths)
i had a harley davidson dealer true up the wheel. They laced it. When i went to pick it up, i asked them to put it back in the stand and give it a spin......It was horrible, and they told me the run out was in limits(.100ths) that's over 3x what the pan spec's are.
If possible, could you give the name of the manual and page of the spec's.
