I have a 1992 Heritage Classic with a 130-90-r16 in the rear on the stock 16" spoked wheel. Its all up in the air as what I am going to do, but I have a fat boy rear fender I may customize and install on my bike. Now, in my opinion, everytime I see a fat boy go by, that back tire seems wider. Is that because of the rim or the fender? Long story short, my bike is belt driven, with that stock rim, what is the widest tire I can fit? Thanks

I suspect you will find both fenders are similar in width. The main limitation you have is your wide belt and clearance with the tyre. All rear wheels around the time your bike was made are the same width, 3". The widest tyre that will fit that is 150, however you don't have enough clearance with your belt.
You can get a 150 in using a narrower belt, either 1" or 1 1/8", which involves removing the primary, to get the narrow belt on, and replacing the wide pulley for a narrow one to match the new belt. But you should check that to make sure the parts will fit your bike, especially the new rear pulley.
