I have a 2007 rk with 16 inch wire spokes and www s I was wondering if I could run a set of 28 knuckles off of a 2009 rk will the wider 17s fit on my bike with out changing the swing arm and changing my front fender and the front axel bearings

No, the rear won't fit, without a lot of surgery! The new tyre is actually wider than your current fender and the hub won't fit your swingarm. A member has made the swap, but he cut and welded his stock swingarm, also cut and welded his fender and did a real custom shop job to make it all work.
Another member has cut off the rear sub-frame and welded on an 09-later sub-frame. If you have the skills and equipment it can be done, but it is not for mere mortals!
