Front wheel offset

Default Front wheel offset
Anyone know the measurement and reference point for front wheel offset on a 2000 FLSTC? I got .359 off a online manual, but from what point? the edge of rim, bead? I had someone very good true my wheel and they centered the hub, but when I put it on it rubs on the right inside of the fender. Thanks in advance.
