It is possible to have brake squeal/noise when just deceling at slow speeds without actually applying the brakes themselves?

yes, especially with new pads. One way to eliminate is to bevel sand the lead and trailing edges of the pads. another method involves swapping the rotors from one side to the other. More expensive route, free floating rotors and kevlar pads. Z-pads are also good. The pads are in constant contact with the rotor, they just float off the surface. Just a minor deflection of the rotor will cause the pads to move away. too much deflection i.e. warped rotor willmake you think you have lost your brakes when you go to apply. making you pump the lever or pedal to get barke.The feel is like when you install new pads and have to seat them before riding.

Same thing happen to me when I was camping. I think it's sand or dirt that gets between the pads and rotors. I went to a self car wash and sprayed the brakes, made sure to spray the rotor and calipers good.[/align]
