It's made out of 1/4" steel plate and it's used to lock the primary drive in order to remove the primary housing. This is what you'll need to do if you have an 06 dyna and you bought the 06 forwards. You need to take off the primary to remove the shifter rod.
Some do it, some don't.
Anyway, you'll find lots of good info and advise here on the site. Just make sure you have a service manual!

I made the tool today at work out of 1/4" aluminum flat stock. I cut the notch out on the band saw and deburred all the edges then bead blasted it when done. I used the tool when I got home from workto lock the compensating sprocket and clutch sprockets from moving on my 2006 Dyna Street Bob. the tool worked great. thanks for posting the measurements, without it I would have ended up buying the HD tool or having the dealer install my forward controls.

I put the controls on my friends 02 SG and didnt need to remove the primary. The kit came with a cap you put on the old shaft, and you bolt the other side to one of the head bolts. Dont know if yours is the same. We only needed allen head sockets, regular sockets, and a box wrench or 2. Whole thing took a little over an hour.

I tried to do this myself and it was a little more work than I was comfortable doing, you have to take the whole primary off (which looked like it included the clutch and everything, so I put it all back together and took it to the dealer. I was more than comfortable wrenching on my $1,000 suzuki, but I don't like the idea of breaking something that I'm going to be paying on for the next 6 years. Also, I didn't use the tool that was suggested in the first reply and I ended up not getting the nut back on the clutch properly and it worked it's way off while I was on the freeway and I had no clutch and required a tow home...lesson learned for me.

Luckily I had the dealer down the street who didn't have a problem with me stopping in to read theirservice manual and write down torque specs cuz they didn't have a service manual in stock for my 06' street bob. after making the sprocket locking tool the job was simple.
