smooth fender: where to mount license plate to accommodate bags?

I'm close to ordering some leather pro's QD saddlebags. The only issue is where to relocated the plate to. An axle mount won't work. I doubt a shock mount will. If I have to mount on the fender- it there a very low profile plate mount that I can use? I really hate to drill out my new fender, but that might be the best option....

Nothing wrong with that but you will still need to relocate your rear signal lights if you want to install saddle bags

Nope, Gary at leatherpros has a bracket and bags that work with the rear light in place! I'm ordering them soon. But... That '13 relocation kit does look interesting. Wish I could see a better photo of it.

I played with the HD1 builder- looks like that bracket hangs below the tip of the fender, don't think it'll work on my bike.

Take a look at Joe the powder pro's bike. .he mounted a license plate and turn signals all in one on his fender that looks pretty good.
