I don't know for sure why either. I read this piece before I installed mine and its almost exactly what I got. They claim it was their number one torque producing pipe for what that is worth and tested quite a few combinations.

I have them on my '15 CVO with a PV-2 tuner, 2-1-2 FM header, use them for long hauls and all, its a nice setup. But when I put my 4" jackpots on, the engine certainly comes alive and becomes more responsive with throttle response.

The FIRST thing a man should do when considering making changes is GET A TUNER. It will help a stock bike, and when you change pipes, nufflers and or air cleaner, you're ready for it.
Can you change mufflers and run without a tuner? Yes.
Will you blow your engine up if you change mufflers and run without a tuner? Probably not.
Can you expect to get 50,000 miles out of your engine if you change mufflers and run without a tuner? Most likely.
Will it run correctly if you change mufflers and run without a tuner? No.
Dealers and their parts and service departments are a business, in business to sell motorcycles, and motorcycle parts and accessories. They tell you that you can get away without a tuner, because a LOT of guys won't come off the jack for a tuner, and they're afraid they'll lose sales if they tell you to get a tuner.
Changing the air flow without changing the VE tables is not beneficial. These bikes run lean from the factory, adding a more free flowing exhaust makes them run more lean.
Do what you want, I won't criticize, just trying to offer things to think about.
...but there is a reason I won't buy a used bike as my primary ride...
Mmmm....I have read several folks have a lot of deceleration pop when they let off the gas with the Street Canons???...I was looking for a set until I decided too many people complained about the popping sound...
The decel pop happens every now and then but hasn't been anything that I consider irritating or make me want to consider mapping. And I'm pretty **** about such things.
I was told the same thing"No Tuner Needed" Within 50 miles my front headpipe turned bright blue back still looked new Before 1,000 service 43 mpg after pipes and no tune 37mpg, decel pop, and a pretty blue front heaf pipe that matched the bike. And the heat holy cow burned twice through my jeans. Harley is not going to do anything but stage 1 download. I understand the law( EPA Bull.). The dealer has been NO, NO , NO HELP AT ALL. Even after Moco approved the download. GAMES with the service manager. As Safetyman has stated these bikes are leaner from the factory then ever before to meet EPA. ANY CHANGE I am finding out the hard way is not good for the bike or the rider. Too much money to just melt it down. The Moco may have built it but bottom line it is still my ride.

IMO after spending that kind of cash on a new bike you should optimize the fueling. It will run OK, but it will be even more lean than the stock setup. Why cheese out at this point?
I bought the Street Cannons for my Limited based on positive reviews on this forum. I am enjoying the sound.
