Are you sure you were looking at a Limited, and not an Ultra? All the 14 and 15 Limited's I've looked at all had High Gloss Black inners on them. I prefer the High Gloss over the matte myself.

Not sure about that, one bike had the smaller display and one had the 6.5 display, I didn't look to see if was ultra or limited, just saw matte inner. Every other black piece on my limited is matte only the inner fairing is high gloss. During some conditions I can get some reflected glare, same thing with fuel cap cover, though not as bad. I can't imagine how much reflection the CVO guys have to deal with.
Noticed today while lookin around the local HD dealer, that the '15 inner fairing has a matte finish instead of the high gloss I have on my Limited. Might have to upgrade mine, really liked the matte.
My '15 FLHTK (Ultra Limited) came with a Vivid Black (gloss) inner fairing.
The FLHTCU (Ultra Classic) should come with a matte inner.
It's hard to say what customers are doing after purchase.
The smaller 4.6 Infotainment Display is on the Ultra, the Limited comes standard with the larger 6.5 Infotainment Center. I really never noticed a glare concern on my 14 Limited. I do have a 10" Freedom Shields light tint windshield though. That could be why, not sure though. The Sun is never really out enough in Ohio for it to be a concern though jk
The CVO Limited's have color matched inners. The 2 colors that are lighter probably would have less glare then the gloss black ones like we have. The Carbon Dust Model would have a darker inner though.

I've seen a lot of Ultra's upgraded to the 6.5" display on the local dealer floor. But I have to admit I never noticed the matte inner on the 14 Ultra, I wanted the Limited and didn't give it much a look..
I was referring, albeit poorly, to the amount of chrome around the infotainment system on the CVO. Lots of opportunity for reflection, even in central Ohio.
